Fisheries: financial participation in the collection of data, the financing of studies and of pilot projects

PURPOSE: to determine the financial contribution from the Community towards the expenditure incurred by Member States in collecting data, and for financing studies and pilot projects for carrying out the common fisheries policy. COMMUNITY MEASURE: Council Decision 2000/439/EC on a financial contribution from the Community towards the expenditure incurred by Member States in collecting data, and for financing studies and pilot projects for carrying out the common fisheries policy. CONTENT: Regulation 1543/2000/EC establishes a Community framework for the collection and management of the fisheries data needed to conduct the common fisheries policy (CFP). By collecting these data, Member States are carrying out a task which is beneficial to the Community in that it contributes to the more efficient management of the common resources. While implementation of programme is the responsibility of the Member States, they should therefore qualify for a contribution from the Community towards certain costs incurred in collecting and managing the said data. Against this background, the Council Decision states that the Community's financial participation may amount to 50% of eligible expenditure in the case of the minimum programme and 35% in the case of the extended programme. Pilot projects may draw between 50% and 100%. The Decision does not create new expenditure but maintains the volume of expenditure incurred in collecting basic data and carrying out pilot projects and studies in the past few years. Its objective is to prolong, broaden and reinforce schemes developed up to now on the basis of the Commission Communication of 1993. ENTRY INTO FORCE: The Decision shall apply from 29/06/2000.�
