Ethyl alcohol of agricultural origin: common organisation of the market CMO
2001/0055(CNS)
The committee adopted the second report by María del Pilar AYUSO GONZÁLEZ (EPP-ED, E) (the first report rejecting the Commission proposal - see summary of 26/02/2002 - was referred back to committee at Parliament's sitting of 11 April 2002). As the Commission refused to submit a fresh proposal, the committee's second report sought a "lowest common denominator" solution designed to achieve the greatest possible consensus. It proposed that the regulation should contain "specific measures" rather than a common market organisation for ethyl alcohol. It pointed out that synthetic ethyl alcohol - i.e. of non-agricultural origin - competes with ethyl alcohol of agricultural origin on the EU market and called for statistical information on the markets in agricultural and synthetic alcohol to be made available. The committee also wanted to remove the possibility, provided for in the Commission proposal, of banning aid to alcohol of agricultural origin.
