Supplementary and amending budget 1/2000: section III, Commission
2000/2150(BUD)
The committee adopted the report by Jean-Louis BOURLANGES (EPP/ED, F) on draft supplementary and amending budget (SAB) 1/2000 with a view to Parliament's first reading. The committee adopted 4 amendments: (1) the granting of exceptional assistance for Montenegro to help consolidate the democratic process. The committee proposed that this measure be financed from the remaining margin under heading 4 and rejected the idea of transferring appropriations from other lines in that heading; (2) the creation of a new line (B7-547N) to finance the civil administrations set up after conflicts (in this instance the OHR in Bosnia and UNMIK in Kosovo). The committee proposed that a total of EUR 11 m be redeployed for this line, EUR 6m for MINUK and EUR 5m for the OHR; (3) the inclusion of a line for financing a Rapid Reaction Facility, with a token entry (pm), without specifying an amount. The Commission had proposed this but the Council had deleted it in its SAB. The committee thereby followed up the opinion of the Committee on Foreign Affairs that the line be reinstated (with a pm); (4) an additional contribution of EUR 1m for the European Agency for the Evaluation of Medicinal Products, for the evaluation of 'orphan medicinal products' (line B5-312, heading 3 - internal policies).
