Instrument for structural policies for pre-accession ISPA

The committee adopted the report by Christos FOLIAS (EPP-ED, GR) approving the proposal under the consultation procedure, subject to a number of amendments. One amendment sought to ensure that decisions on the participation of third countries in invitations to tender and contracts would be submitted to the management committee for an opinion. Another amendment called on the Commission to improve the information it provided to Parliament about projects to be funded by the ISPA. MEPs also wanted the provisions on combating fraud, irregularities and corruption to be applied more rigorously. Lastly, the committee called on the Commission to provide Parliament with detailed information about the results of any checks into irregularities and about administrative and judicial proceedings in progress, so that Parliament could exercise its supervisory powers effectively.�
