The committee adopted the report by Doris PACK (EPP-ED, D) approving the Council's common position under the 2nd reading of the codecision procedure, subject to just three amendments. The committee introduced transitional provisions to take account of the fact that the act could not be adopted before the beginning of 2004. In this way, beneficiaries would be able to claim a grant for the totality of their eligible costs in 2004. MEPs also wanted the resources committed under Action 3B (activities contributing to the achievement of the future objectives of education and training systems in Europe) to be between 9% and 14% of the total budget, rather than between 7% and 11% as proposed by the Council. They argued that the proposal must reflect decisions about individual budget lines which were taken in the course of the budgetary procedure for 2004, thereby altering the distribution of the budget between the different actions making up the programme.
