Common organisation of the market in wine: replanting and new planting rights

PURPOSE : to amend Regulation 1493/1999/EC on the common organisation of the market in wine so as to facilitate generational replacement in the wine sector. CONTENT : A number of Member States pursue an active policy of generational replacement, particularly in the wine sector where there is a need to attract young growers. Pending implementation of a system of reserves of planting rights, provision is made for the new planting rights awarded to young farmers to be eligible for the restructuring aid scheme introduced by the above Regulation. This is also allowed for the planting rights awarded within the framework of the former material improvement plans referred to in Council Regulation 950/97/EC on improving the efficiency of agricultural structures to facilitate the transition from earlier arrangements. �
