Climate change: implementation of the first phase of the European programme

PURPOSE: To set out the Commission's work programme for the coming 24 months on implementing measures relating to climate change.
CONTENT: The Commission's Communication on implementing measures to curb climate change is a complete list of priority actions for the realisation of targets set at Kyoto and relates to the coming 24 months. It refers to the EPPC report on measures which can be taken in order to achieve greater reductions in green house gas emissions. The initiatives listed are divided into various sections, including cross-sector, energy, transport and industry. Proposals listed are as follows:
- Promoting effective implementation of the Integrated Pollution Prevention and Control Directive, with particular emphasis on climatic reduction initiatives between 2002-03.
- Proposal for a Directive on linking project based mechanisms including JI and CDM to EC emission trading scheme. This proposal has been designed to compliment the Framework Directive on Emission Trading. An initial proposal should be ready by the first half of 2003.
- Proposal for a review of the monitoring mechanism. The current system of monitoring national initiatives needs to be updated in line with the Bonn and Marrakech Protocols. This is to be presented by the second half of 2002.
- Proposal for a Framework Directive for minimum efficiency requirements for end-use equipment. To be proposed in 2002.
- Proposal for a Directive on Energy Demand Management. To be proposed in the course of 2002.
- Proposal for a Directive for the promotion of Combined Heat and Power (CHP). To be proposed in 2002.
- Initiatives on increased energy-efficient public procurement. Initiatives to be presented in 2002.
- Public awareness campaign and campaign for take-off To be proposed in 2002.
- Proposal for shifting the balance between modes of transport.
- Proposal for improvements in infrastructure use and charging.
- Promotion of the use of biofuels for transport. To be proposed in the second half of 2001.
- Proposal for a framework Directive on Fluorinated gases. To be proposed in the first half of 2002.
Within the context of the ECCP recommendations the Communication notes that further measures need to be taken if the EU is to reach targets set at Kyoto. Future orientations are likely to be more issue specific rather than sectoral and will be coordinated by the ECCP steering Committee with representation from relevant Commission Directorates General. Finally a follow-up report similar to that of 2001 will be prepared in 2002.�
