EC/Russia agreement on cooperation in science and technology: renewal
2003/0041(CNS)
PURPOSE : to conclude an Agreement which aims to renew the original Agreement on cooperation in science and technology between the EC and Russia.
CONTENT : the original Agreement referred to above entered into force on 10 May 2001 and was concluded for an initial period ending on 31 December 2002. The Agreement stated that it would be renewable by common agreement between the Parties for an additional period of five years.
On 19 September, the Russian government requested a rapid renewal, without change to the text of the Agreement, so as to maintain continuity in the scientific and technological relations between Russia and the EC.
Since both parties desire rapid renewal, a one-step procedure is suggested (a single procedure and a single act concerning signature and conclusion).
The Commission therefore requests the Council to conclude the Agreement aimed at renewing the original Agreement and to authorise designation of the person empowered to sign the Agreement.
