The committee adopted the report by Bernd LANGE (PES, D) tabling a number of mainly technical amendments to the proposal under the 1st reading of the codecision procedure. The committee was also critical of the fact that some policy questions had been left to the regulatory committee, rather than the political authorities, to decide, and adopted amendments accordingly. Lastly, MEPs called on the Commission to submit a proposal in 2004 on further limits on NOx and particulate emissions for heavy commercial vehicles, saying that the emissions reductions for such vehicles that had already been carried out did not go far enough. They wanted the limits on particulate emissions to be reduced to one tenth of the Euro 4 limit values and said that the need to establish new limit values for particulate levels and size in future should also be investigated and, if necessary, included in the proposal. �
