Strengthening of the Union's Institutions with a view of creating an area of democracy and freedom

In his report, Antoni GUTIERREZ DIAZ (EUL/NGL, E) calls for a specific title in the Treaty on "Citizens' Rights". He wants to ensure that the Europe which emerges from the Amsterdam Treaty really does mean more freedom to move around the EU, more involvement in EU decision-making, and more protection, not least in the area of security and justice. Like Mr BOURLANGES (INI0980), he sees the failure to extend qualified-majority voting in Council as a major obstacle to progress. He wants a safety net of employment rights and social protection across the EU and advocates coordinating divorce laws, improving pension rules and boosting consumer protection to make freedom of movement a meaningful reality for EU citizens.
