The committee adopted the report by Mel READ (PES, UK) approving the Council's common position at 2nd reading, subject to just one amendment. It proposed a compromise figure of EUR 21 million for the programme's budget (rather than EUR 20m proposed by the Council and EUR 25 m originally proposed by the Commission), saying that this should allow the programme to fully meet its objectives. In proposing this figure, which was acceptable to the Member States, the committee thereby hoped to avoid the need for conciliation.�
