The committee unanimously adopted the draft recommendation for a second reading (codecision procedure) by Mr Kurt LECHNER (EPP/ED, D) approving the directive. As a majority of Parliament's amendments from first reading were accepted by Council, the committee proposed only a small number of amendments aimed at clarifying the scope of the directive and amending the commitology procedure.
