Conservation of Antarctic marine living resources: catch documentation scheme for Dissostichus spp.
2000/0171(CNS)
The committee adopted the report by Daniel VARELA SUANZES-CARPEGNA (EPP-ED, E) approving the proposal under the consultation procedure, subject to one amendment designed to ensure that Parliament was duly informed of any decisions taken. In its explanatory statement, the committee pointed out that the conservation measures in question became binding on the EU in May 2000 and that the proposal was already a 'fait accompli' (as was often the case with measures of this kind) when submitted to Parliament for consultation. It suggested that, with regard to commitments entered into within regional fisheries organisations, Parliament's activities should perhaps focus on the phase prior to establishment of the Commission's position, in the meetings where the commitments agreed in those organisations were decided. This would enable Parliament to have a real influence on the decision-making process in the fisheries sector.
