Animal feed (amend. Direct. 70/524/EEC and 74/63/EEC)

This proposal formed part of the establishment of the Community registration system for producers of animal feedingstuffs and their representatives. At that time, several directives laid down minimum conditions which had to be satisfied by producers of additives, pre-mixtures and compound feedingstuffs (for example Directives 70/524/EEC concerning additives in feedingstuffs and 74/63/EEC on undesirable substances and products in feedingstuffs, which reserved the use and manipulation of certain materials and products only for persons with competences, installations and equipment deemed to be essential with a view to general safety). In the light of experience gained, it was proposed: - to ensure legal clarity and to improve transparency by codifying the conditions and procedures applicable to the accreditation of the establishments in question; - to update and supplement the criteria which had to be satisfied by producers, intermediaries and any representatives; - to adjust Directives 70/524/EEC and 74/63/EEC in accordance with the provisions of the present draft. �
