Transport of dangerous goods by road, inland waterways or rail: examination requirements for safety advisers

The committee adopted the recommendation for second reading (codecision
procedure) by Dieter-Leberecht KOCH (EPP/ED, D). As the Council had
incorporated in its common position a number of the amendments tabled by
Parliament at first reading, and as the amendments made by the Council did
not involve any substantial change to the Commission proposal, the
committee decided to recommend that Parliament approve the common position
subject to one amendment relating to the entry into force of the directive.
The date that had been set (31 December 1999) was no longer realistic in
view of the delay in the legislative procedure, and the committee therefore
proposed a more flexible deadline so as to enable the Member States to
implement and apply the provisions of the directive in good time.
