Air transport: slots at Community airports and competition (amend. Regulation (EEC) No 95/93)

The committee adopted the report by Ulrich STOCKMANN (PES, D) broadly approving the proposal, subject to a number of amendments (codecision procedure, 1st reading). The amendments were designed to tighten up the wording of the proposal, strengthen the coordinator's powers and independence, preserve flexibility and planning certainty for carriers (for example, by broadening the range of exemptions to the 'use-it-or-lose-it' rule to allow for events such as those of 11 September 2001), clarify and strengthen Member States' discretionary powers in transport and environment policy and promote flexibility and market-access opportunities for new entrants. �
