EC/South Africa Cooperation Agreement

This proposal for a decision aimed to conclude a cooperation agreement between the Community and South Africa. It was a simplified agreement with only a few articles, including a strict clause on human rights, a clause on global cooperation and provisions to permit the parties to undertake specific cooperation activities if necessary. This agreement did not prejudge in any way the content of future relations, nor their legal basis. It defined a global framework designed to fill the gap pending the establishment of democratic government in South Africa.
