Registration documents for motor vehicles and their trailers

The rapporteur will recommend the House to adopt the common position adopted by the Council regarding the directive on registration documents for vehicles and their trailers. Amendments from first reading have been incorporated in the common position. The directive aims at achieving harmonisation of registration documents within the Community. The 1968 UN Vienna Covention provides for a minimum amount of information to be set out in the registration documents for motor vehiclezs in Europe, but not all member states have signed and/or ratified it. The Commission now proposed that the list set out in the Vienna Convention be transposed into European legislation. Though desirable for EU citizens travelling abroad (within the EU) with their vehicles and for the supervisory authorities, this harmonisation cannot be complete since it encounters major obstacles of an administrative and legal nature at the various national levels. The rapporteur retabled an amendment referring to the presence of an anti-fraud code (secret identification marks on vehicles).�
