Beef and veal: common organisation of the market COM (amend. regul. 805/68/EEC)
1997/0122(CNS)
OBJECTIVE: to amend Regulation (EEC) No 805/68 concerning export refunds in the beef and
veal sector so as to make animal welfare standards a condition for the payment of the refunds.
SUBSTANCE: the legislation on export refunds, as set out in Article 13 of Regulation (EEC) No
805/68 on the common organization of the market in beef and veal exclusively pursues the
economic objective of facilitating the export of surplus products to third countries, without taking
into account any criteria of a purely non-economic nature such as animal welfare.
In order to take account of this requirement, the proposal to amend the Regulation seeks to make
payment of export refunds for live bovine animals conditional on compliance with Community
legislation on animal welfare and particularly protection of animals during transport (Directive
91/268/EEC).
The Commission is to adopt the detailed rules applying these provisions to imports into third
countries.
