1995 discharge: follow-up. Report

OBJECTIVE: this report from the Commission seeks to reply to the comments made in Parliament's resolutions accompanying the decisions giving discharge in respect of the general budget, the ECSC and the EDF for the 1995 financial year CONTENT: in its report, the Commission refers to the various comments made by the European Parliament in its resolutions and replies to them "term by term". Most of the Commission replies refer to management: - of the Community's traditional own resources; - of agricultural expenditure; - of the common fisheries policy; - of the structural funds; - of the Community's internal policies (R&D, management of certain regional programmes, vocational training, justice and internal affairs); - of external policy (policy of awarding contracts within the framework of PHARE and TACIS, development cooperation, CFSP); - of the operating expenses of the institutions (including Community decentralized bodies and agencies). The Commission gives a concrete response and clarifies the action undertaken and the results obtained by the Commission (or the Community as a whole) in these areas, one at a time. The European Parliament also formulated observations on the financial management of the ECSC and the EDF, to which the Commission replies in the same manner. The report is followed by a second section containing the replies of the European Commission to the comments made by the Council on the discharge for the 1995 budget. Finally, a third section contains the replies by the 15 Member States to the observations formulated by the Court of Auditors in its 1995 annual report.�
