Agreements EC/Bulgaria, EC/Hungary: road and combined transport, repartition of authorizations

PURPOSE : Proposal for a Regulation to distribute authorisations among Member States which are received through Agreements with Bulgaria and Hungary on road transport and the promotion of Combined Transport.
CONTENT : The European Community will receive road transit authorisations from Bulgaria and Hungary, which will facilitate road goods transit between Greece and the other Member States through the corridor comprising Bulgaria, Romania and Hungary. The Commission proposal:
- establishes a method of allocation of the authorisations
- lays down the number of authorisations to be received by each Member State; there are provisions enabling the Commission to propose modifications to the allocation;
- provides that Member States will distribute the authorisations amongst undertakings in their countries according to objective and non-discriminatory criteria;
- makes provision for authorisations which are not used.�
