2002 budget: section III, Commission

Up to now, the budgetary procedure for 2002 was based, for the revenue side, on the assumption that the new own resources Decision would enter into force on 1 January 2002, after ratification by all Member States. It now appears that in several Member States the procedures of ratification will not be completed in time for the Decision to enter into force at this date. Under these conditions, the final budget for 2002, to be adopted by the European Parliament, should be based, concerning the revenue side, on the existing own resources Decision, pending the entry into force of the new Decision. In order to make it possible for the European Parliament to adopt the budget on this basis, the Commission is presenting this letter of amendment 3/2002 to the budgetary authority. It modifies the preliminary draft budget. However, taking into account the very limited time available for its adoption by the Council and the fact that the first twelfths of own resources to be called on 1 January 2002 are calculated on the sums entered in the draft budget (Council Regulation 1150/2000/EC, Euratom of 22 May 2000 implementing the Decision on the system of own resources), the financing tables provided by the Commission corresponding to the existing own resources Decision are directly calculated on the basis of the draft budget for 2002, as adopted by the Council on 20 July 2001.�
