Education and training systems: eLearning programme 2004-2006 for integration of information technologies

The Commission is of the opinion that the text of the common position is broadly acceptable as it largely respects the substance of the Commission's original proposal. Concerning in particular the budget, the Commission's proposal was carefully costed, within a spirit of budgetary restraint. The amount proposed was judged as a minimum threshold for impact on the three main action areas. However, the Commission accepts the common position adopted by qualified majority, reducing the budget to EUR 33 million, in order to allow the continuation of the procedure. The Commission considers that the text of the common position is a good basis for a European Parliament and Council decision.�
