Special system of assistance to traditional ACP suppliers of bananas

OBJECTIVE: to establish a special system of assistance to traditional ACP suppliers of bananas in order to help them adjust to the conditions created by the COM in bananas and compensate them for lost earnings.
COMMUNITY MEASURE: Regulation (EC) No 2686/94 establishing a special system of assistance to traditional ACP suppliers of bananas.
CONTENT: assistance will take the form of technical and financial support and/or export income support. The purpose of technical and financial support is to implement a number of programmes (e.g. to improve the quality of products and infrastructures, to adapt production and marketing methods, to promote training etc.), while export income support will only be granted where the fall in ACP income is directly linked to the conditions of the new organisation of the market.
This support is calculated for each supplier on the basis of quantities exported in the Community and the gap between the reference price and the actual price. The financial commitments given within the framework of financial assistance are in addition to the resources already provided under the fourth Lomé Convention and the commitments given in connection with income support are in addition to the income allocated under STABEX.
The countries which will receive assistance are: Belize, Cameroon, Cape Verde, Ivory Coast, Dominique, Grenada, Jamaica, Madagascar, Saint Lucia, Saint Vincent and the Grenadines, Somalia and Surinam.
Entry into force: 5 November 1994.
Applicable: retroactively from 1 July 1993.
Expiry: 28 February 1996.�
