Animal feed (amend. Direct. 70/524/EEC and 74/63/EEC)

OBJECTIVE : to safeguard public health by ensuring, through the reinforcement of control measures, that animal feedstuffs are safe. COMMUNITY MEASURE: Council Directive 95/69/EC establishing the terms and conditions which apply for the approval of certain establishments and intermediaries in the animal feedstuffs sector, these amending Directives 70/524/EEC, 74/63/EEC, 79/373/EEC and 82/471/EEC. SUBSTANCE : the directive seeks to update and extend the criteria which have to be met by producers, their staff and their installations in order to ensure that proper safety standards are met in the handling and use of the substances (raw materials, pre-mixtures and additives, with the exception of veterinary medicines which come under the current regulations) and products concerned. The text provides for: - an approval procedure for establishments using certain substances for which a high level of control has proved to be necessary, - a simple registration system for those who only use substances which are considered to be less of a risk. The directive also covers establishments which produce pet food. Member States are to be responsible for administering the procedures for the granting and withdrawal of the said accreditations and are to ensure that the requirements of the directive are met. Prior to 01/04/1997 the Council will determine: - the fees to be charged for the accreditation of establishments and intermediaries, - the practical details for the granting of accreditation and for the registration of third-country establishments.
