Support system for producers of certain arable crops (amend. Regul. 1765/92/EEC)

OBJECTIVE: in order to take account of measures benefiting the environment and afforestation in the context of set-aside, it is proposed to link the possibility of counting environmental set-aside and afforestation under the set-aside requirement, on certain conditions. COMMUNITY MEASURE: Council Regulation (EC) 1460/95 amending Regulation (EEC) No 1765/92 establishing a support system for producers of certain arable crops. SUBSTANCE: . it should be possible in future, on certain conditions, in particular as regards compensation, to count land for which aid is paid under Regulation (EEC) 2078/92 and Regulation (EEC) 2080/92 as set aside; . such a possibility should be opened in relation only to land which has not yet been entered into either of those aid schemes; . Member States should not be obliged to apply this provision in any region where there is a continuing risk of a significant overshoot of the regional base area; . to help protect the environment, national aid may be granted to producers using set-aside land, in the context of Regulation (EEC) No 1765/92, to plant short rotation forest trees and shrubs with a view to the production of biomass; . the Commission should review the operation of the scheme on the basis of the reports of Member States and publish a report before 30 June 1998 accompanied, if necessary, by a proposal. �
