Translation Centre for bodies of the European Union: scope of services

- OBJECTIVE: to strengthen administrative collaboration within the European Union and to extend the scope of the services provided by the Translation Centre to the new EU agencies and to those bodies and institutions which already possess a translation service, this to be provided in the latter case on a voluntary basis.
- COMMUNITY MEASURE: Council Regulation (EC) No 2610/95 amending Regulation (EC) No 2965/94 setting up a Translation Centre for bodies of the European Union.
- SUBSTANCE: The aim is to achieve interinstitutional collaboration on translation matters in order to prevent the development of parallel structures, which would prove costly, and to make sure that in the medium term the Centre can carry out various activities whose consolidation will have been agreed in accordance with current regulations. The Centre will be required to provide translation services for the following bodies:
. the European Environment Agency,
. the European Training Foundation,
. the European Monitoring Centre for Drugs and Drug Addiction,
. the European Agency for the Evaluation of Medicinal Products,
. the Agency for Health and Safety at Work,
. the Office of Trademarks and Designs,
. Europol and the Europol Drugs Unit,
. other bodies which may be set up by the Council,
. any EU institution or body which already has its own translation service and which decides to use the services of the Centre on a voluntary basis.
. collaboration framework: the Centre and each of the bodies, organs or institutions shall conclude arrangements which define the modalities for cooperation. These agreements are to be defined jointly by the parties.
. as regards financing, during the Centre's starting-up period (3 years) its revenue will come both from payments made by those bodies for which it works and from the institutions and bodies with which it has set up a system of collaboration. The financial contribution is paid on a flat-rate basis at the beginning of the year, within the limits of the budget allocation, and as a function of the best information available and the work actually undertaken. A contribution from the Community budget is also granted to support the general running of the Centre.
. the Centre will be involved, as a member by right, in the work of the Interinstitutional Translation Committee.
