Transport operator: mutual recognition of diplomas, certificates and other formal qualifications (consolidated version)

OBJECTIVE: To facilitate exercise of the right of establishment of road transport operators.
COMMUNITY MEASURE: Council Directive 96/26/EC on admission to the occupation of road
haulage operator and road passenger transport operator and mutual recognition of diplomas,
certificates and other evidence of former qualifications intended to facilitate for these operators the
right to freedom of establishment in national and international transport operations.
SUBSTANCE: The directive consolidates in a single text Directive 74/561/EEC (as amended by
Directives 80/1178/EEC, 85/578/EEC and 89/578/EEC) on admission to the occupation of road
haulage operator, and Directive 74/562/EEC (as amended by Directives 80/1179/EEC, 85/579/EEC
and 89/438/EEC) on admission to the occupation of road passenger transport operator. The Directive
represents a true consolidation involving the repeal of the previous acts. By making Community law
clearer, it may contribute to the establishment of a 'People's Europe'.
