Budgetary discipline: amendments following the European Council of Edinburgh

The European Parliament adopted the report by Mr Colom I Naval. It tabled amendments seeking, in particular, to amend the legal basis of the Commission proposal, adding Articles 126, 127, 130d, 130i and 203 of the EC Treaty, to provide that a Council decision to exceed the agricultural guideline, even taken by unanimity, must be regarded as a substantial modification necessitating the fresh consultation of Parliament, and to provide for the entry in the budget each year of a reserve to guarantee the lending operations covered by the Regulation establishing a Guarantee Fund and a reserve for emergency aid for non-member countries. In addition, the European Parliament called for the opening of the conciliation procedure with the Council. �
