Fishing activities carried out in the waters of the Baltic Sea, the Belts and the Sound

OBJECTIVE: to lay down certain additional monitoring measures applicable to fishing activities
carried out by Community vessels in the waters of the Baltic, the Belts and the Sound in the light
of certain recommendations made by the Baltic Commission which the Community is bound to
implement as a contracting party to the Baltic Convention.
COMMUNITY MEASURE: Council Regulation (EC) No 414/96 laying down certain monitoring
measures applicable to fishing activities carried out in the waters of the Baltic Sea, the Belts and the
Sound.
SUBSTANCE: Under the Convention on fishing and conservation of the living resources in the
Baltic Sea, the Gdansk Convention, to which the Community acceded in 1983, the Community is
obliged to incorporate into its own legislation measures adopted by the Baltic Commission at its 20th
session (12-16 September 1994).
These measures apply solely to the waters of the Baltic Sea, the Belts and the Sound within the
specific area defined in the regulation, and cover the following points:
. communication to the Baltic Commission by the Commission of the European Communities of a
list of all Community fishing vessels engaged in fishing for cod within the designated area;
. only the vessels listed shall be authorized to fish in that area;
. similarly, the Baltic Commission must be notified on a monthly basis of all the landings made by
each individual fishing vessel flying the flag of a Member State or of another contracting party to
the Baltic Convention;
. it shall be prohibited for vessels to transship quantities of cod caught in the Baltic Sea without
authorisation from the competent authorities;
. it shall be prohibited to land or transship catches made by vessels flying the flag of a contracting
party after the quota allocated to it has been used up.
