Beef and veal: common organisation of the market COM (amend. regul. 805/68/EEC)

1993/1218(CNS)
OBJECTIVE: to strengthen the penalties associated with the total ban on growth promoters in stockfarming. COMMUNITY MEASURE: Council Regulation (EC) No 894/94 amending Regulation (EEC) No 805/68 on the common organization of the market in beef and veal, with regard to penalties. SUBSTANCE: the Regulation removes the provision (deemed to be insufficient) that only animals which have been treated with illegal substances are excluded from premiums in the beef and veal sector. From now on, the use of such substances will be penalized by the producer concerned being excluded for a year from the premiums received by him for the whole of his herd. In the event of a repeated infringement, the forfeiture of premiums may be extended to five years. The premiums concerned are those granted for suckler cows and young bovine animals, and the deseasonalization premium and the compensatory allowances for animals of the bovine species provided for by Regulation (EEC) No 2328/91 on the improvement of agricultural structures. The penalties also apply in the event of obstruction on the part of the holder of the animals when inspections are being carried out and the samples taken which are necessary for the application of national residue-monitoring plans, as well as at the time of investigations and checks. ENTRY INTO FORCE: 30/05/1996. The Regulation is applicable with effect from 01/07/1996.
