Decision-making process within the Council in an enlarged Europe

The EP voted in favour of the resolution drafted by Mr. Jean- Louis BOURLANGES (F, EPP) which calls, in particular, for an extension of qualified majority voting for the majority of Council procedures. It also calls for more clarity and transparency in Council's workings. A number of amendments were passed including one that condemned the Council's tendency to circumvent the majority rules laid down by the Treaty.�
