Decentralized Community agencies: Agency for the evaluationof medicinal products
1997/0255(CNS)
In adopting the report by Mr Edward T. KELLETT-BOWMAN (PPE, UK) on the amendments to
to the basic regulation on the Agency for the Evaluation of Medicinal Products, Parliament
welcomed the Commission proposal, which addressed issues of long-standing concern to
Parliament with regard to the discharge and financial control of the decentralized bodies.
However, Parliament called for:
-all of the Agency's revenue to be budgetized and regarded as preallocated resources of the
European Union,
-all surplus revenue to be paid back into the general budget of the Union,
-no amounts to be taken out of the reserve in the Agency's budget without the agreement of
Parliament,
-the Financial Controller to ensure that the necessary practical arrangements are in place to allow
swift and effective processing of the Agency's financial transactions and to prevent excessive
recourse to the use of imprest accounts,
-the Commission to evaluate the level of the fees received by the Agency after three years.
It also recalled that it was a prerequisite to involve Parliament in the discharge procedure.
