Decentralized Community agencies: Agency for safety and health at work
1997/0258(CNS)
In adopting the report by Mr Edward T. KELLETT-BOWMAN (PPE, UK) on the amendments to
to the basic regulation on the European Agency for Safety and Health at Work, Parliament
welcomed the Commission proposal, which addressed issues of long-standing concern to
Parliament with regard to the discharge and financial control of the decentralized bodies.
However, Parliament called for:
-all of the Agency's revenue to be budgetized and regarded as preallocated resources of the
European Union,
-the Agency to be able to constitute a reserve to cover future expenditure; surplus revenue was to
be paid back into the general budget of the Union,
-the entering of amounts in the reserve in the Agency's budget and their withdrawal from it to be
subject to the agreement of the Commission, which should first consult Parliament,
-the Commission to evaluate the level of the fees received by the Agency after three years.
It also recalled that it was a prerequisite to involve Parliament in the discharge procedure.
