European training Foundation : budgetary management, discharge
1997/0260(CNS)
In adopting the report by Mr Edward T. KELLETT-BOWMAN (PPE, UK) on the amendments to
to the basic regulation on the European Training Foundation, Parliament welcomed the Commission
proposal, which addressed issues of long-standing concern to Parliament with regard to the
discharge and financial control of the decentralized bodies.
However, Parliament called for:
-all of the Foundation's revenue to be budgetized and regarded as preallocated resources of the
European Union,
-the Foundation to be able to constitute a reserve to cover future expenditure; surplus revenue was
to be paid back into the general budget of the Union,
-the entering of amounts in the reserve in the Foundation's budget and their withdrawal from it to
be subject to the agreement of the Commission, which should first consult Parliament,
-the Commission to evaluate the level of the fees received by the Foundation after three years.
It also recalled that it was a prerequisite to involve Parliament in the discharge procedure.
