Agricultural prices 1996/1997: common organisation of the market COM in wine (amend. regul. 822/87/EEC)
1996/0073(CNS)
In adopting the report by Mr Giacomo SANTINI (UPE, I), Parliament felt that it was necessary to contribute to the renewal of wine-growing potential. The EP called for all new planting of vines to be prohibited until 31 August 1997, although there were exceptions to this ban. Thus, new planting could be authorised by the Commission following a proposal from the Member States only on category 1 land or land intended for the production of quality wines p.s.r. and in the context of regional restructuring and development programmes which took account of the control of production, the use of the land and the specific environmental requirements to be determined. In particular, in regions producing high quality wines, new vineyards could be planted by farms already producing wine up to a maximum of 30% of the area set aside for vines as of 31 August 1995
