Fruit and vegetables: common organisation of the market COM

Under consultation procedure, the European Parliament adopted the legislative resolution by Salvador Jové Peres (GUE/NGL,ES), which approves the Commission proposal for a Council regulation amending and correcting regulation 2200/96/EEC on the common organisation of the market in fruit and vegetables, subject to amendments in the following areas: - with regard to the waiver proposed in respect of the rules laid down in regulation 2200/96/EEC, requiring members to sell their entire production through recognised producer organisations, should be extended to embrace direct sales away from the holding only where such practice is traditional and where the aims that producer organisations may be legitimately asked to fulfil are not impaired; stating that there is also a need to define strictly the local practice covered by the waiver and apply more restrictive marketing requirements if additional waivers are applied; - deleting the recital which notes, with regard to regulation 2200/96/EEC, the need for certain language versions, which are at variance with other language versions, to be corrected; - proposing the abolition of the provision in regulation 2200/96/EC that the producer organisations must make financial provision to ensure compliance with Community law; - with respect to the definition of "producer organisation", allowing producer members to carry out direct sales to consumers for their personal needs, outside their own holding and within the producer organisation's production area, in markets and conditions expressly authorised by any Member State, provided that such sales do not exceed 10% of their production; - deleting (rather then rewording) the provision that operational programmes shall make financial provision for the technical and human resources required to ensure compliance with plant-health standards and rules, and maximum permitted levels of residues.�
