Beef and veal: common organisation of the market COM (amend. regul. 805/68/EEC)

1997/0122(CNS)
In adopting the report by Mrs Sirkka-Liisa ANTILLA (ELDR, FIN) on the amendment of Regulation (EEC) No 805/68 on the common organization of the market in beef and veal, Parliament approved the proposal by reinforcing the arrangements laid down. In particular, Parliament proposed that: - the payment of refunds should be subject to confirmation, by means of a veterinary certificate, that the animals have been transported in accordance with Community standards; -the preferential advantages granted to European imports from third countries should be withdrawn if transport conditions are not complied with; - a monitoring system incorporating regular, random spot checks should be introduced, in order to guarantee that welfare standards are maintained. Such monitoring could be carried out by official bodies approved by the Commission, the Food and Veterinary Office, or the Member States. - The Commission should lay down implementing rules covering exports to third countries after consultation of the European Parliament, the parties concerned, and the competent authorities.
