Energy: internal market in electricity, cross-border exchanges, access to network. 'Electricity Regulation'

The European Parliament passed a resolution based on the report by Michael MOMBAUR (EPP-ED, Germany). Compromise amendments were agreed with the Council. These include: - with regard to cross-border flows, the regulatory authorities of the Member States concerned may decide which of the Member States concerned will be the one of whom the control block will be considered a part; - network congestion problems will preferably be solved with non-transaction based methods, that is, methods which do not involve a selection between the contracts of individual market participants.�
