The European Parliament adopted a resolution drafted by Struan STEVENSON (EPP-ED, United Kingdom) and made several amendments to the proposal. (Please refer to the document dated 25/11/03.) In addition, the word "inspector" has been substituted for the word "observer" which appeared in the Commission's draft.�
