EC/Slovenia agreement: ecopoints to be applied to transit traffic through Austria as from 1.1.1997

PURPOSE : to conclude an Agreement between the European Community and the Republic of Slovenia concerning the system of ecopoints to be applied to Slovenian transit traffic through Austria. COMMUNITY MEASURE : Council Decision 457/1999/EC concerning the conclusion of an Agreement in the form of an Exchange of Letters between the European Community and the Republic of Slovenia concerning the system of ecopoints to be applied to Slovenian transit traffic through Austria as from the 1 January 1997. CONTENT : In accordance with the Agreement concluded between the parties in the field of transport, a system of ecopoints equivalent to those applied to Community freight traffic in transit crossing Austria has applied to Slovenian traffic since 01.01.1997. However, this Agreement does not make provision for the method of calculation, the methods and the procedures of management and the control of the ecopoints, aspects which must be agreed in the Exchange of Letters between the parties. The purpose of the present Agreement which fixes the number of ecopoints to be applied to Slovenian trucks for the period 1997-2003 is based on the principle according to which the Community's freight trucks cannot be subjected to less favorable treatment. The Exchange of Letters also specifies the necessary documents and the methods of control and the management of the system. ENTRY INTO FORCE : the Agreement will come into force as soon as the parties are notified about all of the necessary procedures.�
