Citrus fruits: aid scheme for producers

PURPOSE: amendment of the Community aid scheme for producers of certain citrus fruits.
COMMUNITY MEASURE: Council Regulation 858/1999/EC amending Regulation 2202/96/EC introducing a Community aid scheme for producers of certain citrus fruits.
CONTENT: This amendment is introduced to resolve some issues arising from the fact that Art. 5 of Regulation 2202/96/EC introduces processing thresholds the overrun of which is assessed using the average of the quantities processed under the aid scheme in the last three marketing years, including the current one. Because this system of calculation means that the amount of aid for a given marketing year cannot be known until after the marketing year in question, this situation causes problems for the management of producer organisations. It was therefore decided that the effects of an overrun should be postponed to the following marketing year.
Account is also taken of the fact that certain products are procssed during the whole of the marketing year for those products and that, in that case, observance of the processing threshold should be assessed over a period equivalent to three marketing years.
This Regulation applies to the 1999/2000 marketing year.
