Civil protection: extension of the Community action programme

PURPOSE : to amend Decision 1999/847/EC as regards the extension of the Community action programme in the field of civil protection.

PROPOSED ACT : Council Decision.

CONTENT : recent emergencies such as the floods in southern France in 2002, the heat wave and extensive forest fires in southern Europe in the summer of 2003 as well as the terrorist attack in Madrid in 2004, the earthquake in Algeria, Iran and Morocco show that there is a need to continue the action undertaken in the field of civil protection.

The aim of this proposal is to extend, for a period of 2 years until December 2006, the current Community action programme in the field of civil protection which expires on 31 December 2004.

FINANCIAL IMPLICATIONS :

- Budget line : 07 03 06 01;

- Period of application : 2005-2006;

- Total allocation for action : EUR 4.8 million;

- Impact on human resources : 3.5 permanent posts. Financial implication of EUR 378 000/year;

- Other administrative expenditure : EUR 100 800/year for committees, meetings and missions.
