Operations to aid uprooted people in Asian and Latin American developing countries: aid after the end of 2004
PURPOSE : to extend the period of execution of the old Regulation 2130/2001/EC in order to guarantee its application until it is repealed by the future Regulation concerning Community co-operation with Asian and Latin American countries.
COMMUNITY MEASURE : Regulation 107/2005/EC of the European Parliament and of the Council amending Regulation 2130/2001/EC on operation to aid uprooted people in the Asian and Latin American developing countries.
CONTENT : to recall, in 2001 the EU agreed to the establishment of aid programmes to benefit uprooted people in Asian and Latin American developing countries. This Regulation is set to expire on 31 December 2004. The provisions of the Regulation specify that the renewal of the programmes will
depend on the possibility of whether or not they can be integrated into a single framework Regulation for Asia and Latin America.
The renewal of Regulation 2130/2001/EC will be dependent on the possibilities for integrating it into
a single framework Regulation for Asia and Latin America. In July 2002, the Commission adopted a proposal for a Regulation of the European Parliament and of the Council concerning Community cooperation with Asian and Latin American countries which integrates aid to uprooted people in Asian and Latin American developing countries and repeals Regulation 2130/2001/EC. This Regulation was not adopted in time to enter into force by 31 December 2004. Such a situation could jeopardise the continuity and smooth implementation of operations to aid uprooted people in Asian and Latin American developing countries therefore it is necessary to ensure the application of Regulation 2130/2001/EC until the entry into force of the future Regulation. The latter would then constitute the new legal framework for operations to aid uprooted people in these two regions.
This is the aim of this Regulation. Moreover, the financial framework for the implementation of this Regulation for the period from 2005 to 2006 is hereby set at EUR 141 million.
ENTRY INTO FORCE : 15/02/2005. It shall apply until 31 December 2006.
