EC/Ukraine agreement: partnership and cooperation agreement, protocol after the 2004 enlargement
PURPOSE : to conclude a Protocol updating the partnership and co-operation agreement (PCA) between Ukraine and the EU following the accession of ten new Member States.
LEGISLATIVE ACT : Council and Commission Decision 2006/538/EC on the conclusion of the Protocol to the Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and Ukraine, of the other part (PCA), on accession of the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic to the PCA and on adjustments to the PCA.
CONTENT : following the accession of ten new Member States to the EU in May 2004, the Council authorised the Commission to open negotiations with Ukraine to update the previously agreed partnership and co-operation agreement by drawing up a Protocol to the PCA. The Protocol itself covers certain technical adjustments linked to institutional and legal developments within the EU and seeks to reflect the new landscape following the EU's enlargement. The Protocol was signed on behalf of the European Communities and their Member States on 29 April 2004. Pending its entry into force, the Protocol has been applied on a provisional basis as from 1 May 2004.
