Enlargement, Bulgaria and Romania: recruitment of officials

PURPOSE: to introduce temporary measures for the recruitment of officials of the European Communities.

LEGISLATIVE ACT: Council Regulation 1760/2006/EC, Euratom introducing, on the occasion of the accession of Bulgaria and Romania to the EU, special temporary measures for recruitment of officials of the European Communities.

CONTENT:  special, temporary, measures need to be adopted that depart from the Staff Regulations of Officials of the European Communities due to the accession of Bulgaria and Romania to the EU. In view of the acceding countries’ size the temporary measures will apply until 31 December 2011.

This Regulation states that:

-         Vacant posts may be filled after the actual date of accession of Romania and Bulgaria until 31 December 2011 through the appointment of Bulgarian and Romania nationals within the limit of allotted posts and taking account of budgetary discussions.

-         Appointments will be made: for all grades, after the actual date of accession. Appointments will be made following a competitive entrance exam and on the basis of qualifications and tests. The competitive tests will not apply to senior positions such as Directors-Generals or their equivalent in grade AD 16 or AD 15 and Directors or their equivalent in grade AD 15 or AD 14.
